The difference in the POM is the effect of
https://issues.apache.org/jira/browse/BIGTOP-1463
At this point there's no way to fix it until we are done with RAT tickets.
Perhaps it makes sense to hold of RC2 until then?

I will re-do the artifacts tonight and start the vote unless there's a strong
opinion about the first point above.
