When libsnappy-dev is installed on Ubuntu 16.04, the destination is
/usr/lib/${HOSTTYPE}-linux-gnu. This path is not configured in hadoop's
do-component-build. So the hadoop built out on Ubuntu 16.04 docker will not
include snappy support.
