Test build failed because doc format in test code are not compatible with JDK-8.
JDK-8 has strict check for HTML tags now. (See
[this|http://blog.joda.org/2014/02/turning-off-doclint-in-jdk-8-javadoc.html])
So the doc in comment need to be updated.
