Hadoop can not be built under Debian 9:

org.apache.hadoop:hadoop-maven-plugins:2.7.4:protoc (compile-protoc) on
project hadoop-common: org.apache.maven.plugin.MojoExecutionException:
protoc version is 'libprotoc 3.0.0', expected version is '2.5.0' -> [Help 1]}}
2.5.0 is available only as binary for backward compatibility - all new projects
have to be built with 3.0.0 one.
https://issues.apache.org/jira/browse/HADOOP-13363 tracks that upstream.
