BIGTOP-3064: Bump HBase to 1.3.2
HBase 1.3.1 is released on Apr 7, 2017,
while has latest release on 1.3.x is 1.3.2, on Mar 19, 2018.
Bump Hbase to 1.3.2 for bigtop 1.3 release.
