If we have a plan, that's awesome. But if we don't, we can still make adjustment based on the feedback building hadoop 3. And for the process of creating a new branch, Bigtop committers will take care of that. But you need to aware that by means of developing Hadoop 3 in a separate branch, the branch may take time to merge back into master. Which has longer release cycle.
