Addressing BIGTOP-3372, I found some components don't have the
"#BIGTOP_PATCH_FILES" and "#BIGTOP_PATCH_COMMANDS" comments in their RPM spec
file.
Without these comments, a patch file put in bigtop-packages/src/common is
applied for deb but not for rpm. It's very confusing.
We should add them to all components' spec file.
