[~okumurays] is trying to upgrade Flink to the latest version, though it will
take some time and may be difficult to be included in the 1.5.0 release.
I'll file three JIRA issues about that so that he can gradually submit his work
and reflect feedback.
[~okumurays] In this issue, fix the files mainly under bigtop-packages so that
we can build and package Flink 1.11.1, as a first step.
