Yes. I think that's enough.
Following is what I was used for bootstrapping a slave w/o volume, you can
take as a REF and modify from there:

adduser jenkins
mkdir /media/ephemeral0/docker
ln -s /media/ephemeral0/docker /var/lib/
yum install -y docker git java ruby
amazon-linux-extras install -y docker
usermod -a -G docker jenkins
mkdir /home/jenkins/.ssh
cat << EOF > /home/jenkins/.ssh/authorized_keys
MASTER_PUBLIC_KEY_HERE
EOF
chmod 700 /home/jenkins/.ssh
chmod 400 /home/jenkins/.ssh/authorized_keys
chown -R jenkins:jenkins /home/jenkins
service docker start
curl -L "
https://github.com/docker/compose/releases/download/1.23.1/docker-compose-$(uname
-s)-$(uname -m)" -o /usr/local/bin/docker-compose
chmod +x /usr/local/bin/docker-compose
