Currently, many packaging builds for the ARM platform are failing on CI for
some reason.

Some of them failed to download their dependencies as it sometimes happens
(e.g.,
[https://ci.bigtop.apache.org/view/Packages/job/Bigtop-trunk-packages/703/COMPONENTS=hive,OS=centos-7-aarch64/console]),
but most of them seems to have been terminated with unusual timeout
([https://ci.bigtop.apache.org/view/Packages/job/Bigtop-trunk-packages/703/COMPONENTS=hadoop,OS=centos-7-aarch64/console]).
I logged into the servers in question and saw their resources but there was no
starvation. I reduced the number of executors to 1 per node just in case but it
had no effect.
