Recently I found building CentOS 7 image fails with the following error (e.g.,
https://ci.bigtop.apache.org/view/Docker/job/Docker-Puppet-3.1.1/1/DISTRO=centos-7,PLATFORM=amd64-slave/console).

Apparently, Puppet 3.6 was removed from EPEL repository for CentOS 7.
