Deploying HBase by puppet manifests intermittently results in regionserver
shutdown due to connection failure to ZooKeeper server. Puppet manifests for
worker nodes needs some waiting condition. Ordering constraint of resources
does not work for worker nodes since zookeeper-server is running only on head
node.
