You're right. Ranting and acting as the police with them may not work,
although the document is supposed to have an educationnal use for them.
1. We contact them by mail.
2. They reply and are either a) evasive (seldom or ever will they be
dismissive; maybe just ignore you); or b) positive and want to
contribute
3. If a) I can re-contact them and try again
4. if b) the contactor can then either 1, point them to me, and I'll
suggest modes of contributions--this depends on what they want to do, of
course--or 2, suggest them her or himself.
What are those modes?
A. We need always developers in the core areas--the primary
components of OOo.
B. We need developers in other areas, in any of the OOo technical
projects.
C. We need QA.
D. We need $$.
The most likely contribution will be either QA or $. If the former,
then send them to QA and alert the QA provisional leads.
if the latter ($), then point them to the Donate page.
Now, Andrew raised an excellent point. They will want to see what they
get for their money. I've been lazy on setting up a sponsors' page but
this is the rought test of what it would look like:

Where would this page be located? A link from MP, probably, this
project, and on the homepage, and from "About Us".
How long would the contract for any sponsorship be?
I'd say 1 year.

Who actually gets the money? Team OpenOffice.org e.V. or its US.
equivalent, Team OpenOffice.org (in creation). Not Sun but yes OOo.
