Hm. This needs to be flshed out as a proposal. I'm not sure what you mean by "contribute" nor do i see evidence that what has prevented businesses from contributing is the lack of the technology you point to. In contrast, my impression is that to get any consistent contribution (however defined) one needs really to contact the other companies. Once contact is established, things move easier.
