I meant that an elected leader or group is accountable, if he/she does
a poor job managing the project they can be removed.  I think that if
we start charging then people are going to care a little bit more
about the quality of the list.  I think that holding elections is good
for this project in many ways.

1) The leaders are accountable to the members of the list, whether
they be paying or waived contributors.

2) The members actively participate in something more than just saying
"sign me up".  They vote for leaders and that plus paying for the
membership should give a sense of franchise.  Once they are involved
they are more likely to contribute to the project.

If I am paying for the list, and I disagree with the way it is being
managed then I will stop paying and drop out if I have no other
options.  However in the case with an elected leadership then I will
continue paying only I will vote differently next year.

That wasn't meant to be a criticism of the current leadership,  or a
criticism of the people who donate their time working on the list.  I
just think that a democratic process can insure fairness and
accountability.
