The short answer is:  Right now: probably not.  
The answer is however: It could.

What it needs is: 
Case studies of successful OOo based businesses.
People willing to mentor new business initiatives.
Templates for new businesses.
Maybe even a worldwide Franchise model

Business Models that could be used include:

Training and Education
Support/Help desk initiatives
Software Customisation.
Extension development
Migration Consultancy   

All of the above requires a committed team within the project

Some additional things that the Project could possibly do:
Smoothing paths for Partnering with Corporate members of the Community
Providing a point of contact for Investors. 

Just a few ideas for discussion.
