per-environment implies that it is possible that users will have no
access to wiki on (some) products . At upgrade time it is important to
keep system wiki pages alive in order to avoid dangling wiki refs .


I am aware that this is a potential problem and this effectively makes it the responsibility of the admin to keep these links available. It could also be considered a problem if someone deletes one of the pages from the global system pages. We could of course provide the missing page view with links to an external site with documentation or even just recommend that the user asks the global admin to make the pages available again.

I don't think that we should worry too much about such dangling links for now as long as there is an appropriate way for people to find their way to documentation.
