This is really great to know and potentially makes our life quite a bit
easier if we want to use a lot of code from trac-hacks. I'm not sure where
I picked up the idea that we needed a code grant regardless of the license,
but it sounds like others may have had the same idea.

For the past year or two I've been combing through the trac-hacks
repository and contacting authors when plugins don't have a license,
suggesting that they add the BSD 3-Clause license. For plugins that I've
contributed to on trac-hacks, I've requested that the author change the
license to BSD 3-Clause, and they have been willing to do that in all cases
that I've been able to reach the author. I have not compiled any numbers,
but my general feeling is that most plugins on trac-hacks have the BSD
license.
