ArrayIndexOutOfBoundsException in LedgerFragmentReplicator::updateEnsembleInfo,
because update ensemble info might happen after re-read ledger metadata, so the
ensemble might already change. if ensemble is already changed, skip replacing
the bookie doesn't exist.
