In a typical system, ledger rolling (creating a new ledger or deleting old
ledger) is not as often as writes and reads. if we set gc wait time to seconds,
it would frequently poll the list of ledgers from zookeeper, which would cause
unnecessary amount traffic sending to zookeeper hence overwhelming zookeeper.
it would be good to limit the number of zookeeper access. minutes seem to be
reasonable value as default, but ideally it should align with how application
rolls ledgers.
