intermittently failing
This test too, I've seen it failing in different occasions.

Summary: Auditor is sometimes marking as failed a bookie switching from
available to read-only mode (was:
AuditorLedgerCheckerTest.testReadOnlyBookieExclusionFromURLedgersCheck
intermittently failing)
The issue with the test appears to be related to the fact that the ledger is
marking as under-replicated, even though the bookie is up and it's just
switching from available to read-only mode.
Auditor should ensure to avoid that race condition when getting the list of
available bookies.
