No, this is different from BOOKKEEPER-916. BOOKKEEPER-916 deals with tiering 
between different classes of storage like SSD and HDD for maximum utilization 
while also guaranteeing low latency. This Jira is about making sure that the 
consumption of disk space is proportional to the amount of free space available 
in a bookie. Bookies that have higher free disk space get written to more  
often than the ones that have lower disk space.
