Yes 2-3 months is a good idea. Salesforce sent out lot of patches for pull.

One of the main criteria for 4.5 is to make it a common upstream branch.
So lets give merging high priority for this release.

Also one more suggestion I have -

Given that we have multiple committers from different companies, a pull
request from a company origin is NOT merged by the same company. This way
that pull request will gets its share of closer look.
