Existing tests include
`ExternalConfigYamlTest.testExternalisedLocationConfigReferencedFromYaml` and
`testExternalisedLocationConfigSetViaProvisioningPropertiesReferencedFromYaml`.
We could do with more tests for other specific types of location. For
example, I worry that a BYON won't correctly resolve external config.
