Fixes BrooklynFeatureEnablement setting defaults
Previously if a downstream project set a default during static init,
that was indistinguishable from subsequent explicit calls to
setEnablement (or from brooklyn properties). Therefore the
brooklyn.properties didnât overwrite the default.
