I thought you need this in tests (where web.xml is only used). For classic
brooklyn that's added in BrooklynRestApi.getMiscResources() see also
BrooklynRestApp.getProperties(). For Karaf in
brooklyn-rest-resources/src/main/resources/OSGI-INF/blueprint/service.xml:91.
