When persistence was enabled in Karaf it was necessary to temporarily disable
the scanning of catalog.bom files from the root of bundles
([here|https://github.com/apache/brooklyn-server/commit/48abd262099548bb246e1f1d9a7838e5b26958dc]),
as we don't want the catalog to be loaded by the scanning mechanism if we are
doing a rebind (instead the definitions should be loaded from persistence, of
course).
This story is to make the catalog.bom scanning mechanism work together with the
rebind mechanism so that the former is only invoked if no rebind is being
performed.
