`testPersistenceVolumeFastNoTrigger` failed in jenkins PR build, but that
is unrelated to this PR. I've added a comment to
`testPersistenceVolumeFastNoTrigger` to explain what I think the problem is.
I've increased the "persistPeriod" to make it more likely to pass.
