This is Karaf specific.
Currently if users want to fine-tune startup parameters they need to edit
{{bin/setenv}} which prevents updating it on upgrade.
Provide the same mechanism as Karaf does with {{setenv}} but for Brooklyn
users. That is allow them to create a file which is not part of the
distribution that gets included in the startup scripts.
