Reading through the linked bug report seems xenial and vagrant don't play
too well together. There are other "hot" reports that touch on other problems.
Overall I'm left with the impression that vagrant is not too important for
ubuntu.
Agree with @johnmccabe it would make sense to use only one image for all
the VMs.
