    Change default `machineCreateAttempts` to 3

    In testing I've found that increasing the `machineCreateAttempts` to 3 
makes the provisioning of machines more robust. I think it should be made 
default.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/drigodwin/brooklyn-server patch-1
