    Make the brooklyn server config discoverable by OSGi and downstream projects

    This is a follow up PR of https://github.com/apache/brooklyn-dist/pull/72
    
    It moves the brooklyn server config back into `brooklyn-server` and create 
a feature that will be used in `brooklyn-dist`

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/tbouron/brooklyn-server 
feature/brooklyn-server-config

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/brooklyn-server/pull/504.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
