That would appear to be specific to the Apache httpd project. That's the
project that's been around the longest and seen all the Browser wars and
the HTML incompatibilities that went on, and with the longest-running
community, so it's not surprising that they would make that request.

However I would say that HTML emails are ubiquitous now and it's rare for a
list user to be troubled by them. In newer communities such as ours I don't
have a problem with HTML emails. Of course we'll be guided by the consensus
on that but I imagine most of us would be happy with HTML emails.
