Description:
Bundles referenced in "brooklyn.libraries" should be started, not just resolved.
* starting bundles also "wires" them, which brings out any dependency issues
early
* leaving bundles in resolved state could be surprising to bundle authors which
expect osgi environment - in case they implement any services
