Catalog internal references
Add/update some test cases for internal references in catalog BOMs, one
working, two failing but marked WIP so this is safe to merge
Working on fixing it as part of #746

repair what i think the test was supposed to test

the file referenced doesn't exist; as rewritten it is a meaningful and
failing test
but one we'd like to have working
