This is because of 
\{{org.apache.brooklyn.core.mgmt.ha.OsgiArchiveInstaller.makeLocalZipFileFromInputStreamOrUrl:249}}.
 We compare the URL against the already-installed bundle. Because it matches, 
we don't bother downloading the bundle again. We therefore don't compare the 
checksum to see that the bundle has changed.
