I tried downloading mariadb form my laptop, which worked fine (at a rate of
about 6M per second).
An alternative archive
(http://archive.mariadb.org/mariadb-10.2.6/bintar-linux-x86_64/mariadb-10.2.6-linux-x86_64.tar.gz)
gave 192k from the AWS VM, and 97k from my laptop.
