in that case you're probably better to create a new yaml-based entity to
launch karaf.
brooklyn supports windows, it's just that a lot of the blueprints that
come pre-bundled are
limited to certain environments.
what are you looking to do?

I just tried it and it worked fine but it isn't really any different to
your yaml above so I assume the problem may be due to your location.
