This updates `br` to build with Go 1.15 using Go modules. This allows the CLI to be build from any location, not necessarily in any particular GOPATH, so the build scripts have simplified. I have had to add some instructions to the Dockerfile to explicitly get Go 1.15, as the highest version of the maven container had repos containing only Go 1.11.
