Oh, sorry. I got the YAML formatting wrong for maps, it should be like this:
locations:
- jclouds:aws-ec2:us-east-1:
tags: "One,Two"
userMetadata:
"Key": "Value"
"Meta": "Data"
I've just tested this, and it works as expected. Hope that helps...
