Once merged, the rat check will run as part of the main build, rat.txt
reports are written to the target folder of all subprojects. The check can also
be run (much faster) using `mvn apache-rat:check`. In a pinch if you need to
build and rat is failing you can use `mvn clean install
-Drat.numUnapprovedLicenses=99999'
