Looks good. Only minor code comments.
Just to confirm, for entities in the yaml format like:
brooklyn.catalog:
id: " + childCatalogId,
services:
- type: a.b.C
In which case, `policies` might be better than `policy` in the yaml here?
Not sure how that relates to if there's just one with `policy: a.b.C`.
