Another thing that might be useful is for `ConfigKey#getOptionalValue` to
return an `Optional<X>` to allow clients to determine whether a key was set,
rather than returning the default. Perhaps a range of methods along the lines
of `getConfigRaw` but with more (i.e. _all possible_) options for inheritance
and defaults.
