Finished review of new commits. Couldn't understand why you didn't prefer
the `URLStreamHandler` approach for fetching the classpath:// URLs. Seems
cleaner.
Mostly minor comments, can be merged after `testAnnotationIsDefault` can
handle user catalogs.
