        IP clearance is a process that needs to be complete before exiting 
incubation. It is not a prerequisite for entering.
        
        Unless you expect that there is a problem, IP clearance can be done 
after the repo is transferred. Best to do this before the first incubator 
release.
        
        In my opinion, IP clearance will require an SGA or CCLA naming brpc 
from Baidu, the original copyright holder.
