CI update: 14 of the 15 checks passed. The only failure is `clang-unittest`, where `RtmpTest.successfully_play_streams` terminated with SIGSEGV during teardown. This appears unrelated to the changes in this PR: - The PR does not modify any RTMP source or test files. Its code changes are limited to Bazel/CI support for RDMA and UBRING, the UBRING example, and an atomic type fix in the UBRING timer code. - `brpc_rtmp_unittest` does not reference or exercise the RDMA/UBRING-specific APIs. - The Bazel unit-test jobs with RDMA and UBRING enabled passed with both GCC and Clang, as did `clang-unittest-asan` and all compile jobs. - The same Make-based `clang-unittest` job passed on the current upstream master and on nearby PR runs. The failure log shows `PlayingDummyStream::OnStop`, followed by the background `SendData` bthread exiting and the `PlayingDummyStream` destructor running, immediately before the segmentation fault. That ordering suggests a pre-existing, timing-sensitive RTMP stream teardown/lifetime race rather than a failure in the RDMA or UBRING paths.
