### What problem does this PR solve?
Issue Number: resolve #3530
Problem Summary:
An explicitly configured client source IP is lost after a socket fails and
goes through health
checking and revival. Resetting the local endpoint causes subsequent
health-check probes
and business connections to skip source IP binding, while device binding
remains enabled.
### What is changed and the side effects?
Changed:
- Add a boolean flag to remember whether an explicit client source address
was configured.
- Preserve the source IP during socket reset while clearing the ephemeral
port.
- Bind to the preserved source IP with port 0 for health-check probes and
re-established
connections.
- Propagate device binding to pooled and short-lived sockets.
