### What problem does this PR solve? Issue Number: resolve Problem Summary: Parallel test execution may start multiple BRPC servers on the same fixed ports, causing intermittent bind failures and unit test failures in Bazel CI. ### What is changed and the side effects? Changed: Use port `0` for affected unit test servers so the kernel assigns available ports.
