I believe you need to ask for access to the windows machine that is part of the cluster of build machines Infra has. This is windows1 from what I read on jenkins.
Once you get access, you connect via Remote Desktop Client and get access to the file system to install whatever you need. I remember creating buildr folder back then, but it should probably be scrapped out to use rvm now.
