.htaccess not being respected

Hi All,

I see .htaccess should be respected
<https://infra.apache.org/project-site.html> in the docs -- but for some
reason ours isn't <https://github.com/apache/burr/blob/main/.htaccess>? How
do we raise a question to infra about it?
